The Council of Ministers approved within the package of liberalization, a rule that eliminates the incentives for the installation of photovoltaic panels on the farmlands. Now the area will be under discussion in the parliament.

One of the main side effects of the policy of support for renewable energies involved, covering installation of photovoltaic panels, the consumption of agricultural soils. Many arable land, in recent years, have been re-directed to the production of solar energy in order to meet the needs of the territory but only to take advantage of government incentives. Such speculation has generated a surplus of unused kilowatts (also because of the age of the network that is not able to handle the surplus) and, simultaneously, has impoverished the agricultural sector devaluating the production and depleting the yield of the land "overshadowed" by the panels , very difficult to recover.

However, Article. 65 of the draft decree approved in the Council of Ministers provides that "for solar PV modules located on land in agricultural areas, it is not allowed access to government incentives." This measure would restore market balance that will push producers to think twice before converting an agricultural soil in a field of photovoltaic panels. Instead, the decree facilitates the installation of photovoltaic greenhouse covering, allowing them to access the same incentives for those covering the buildings. These measures are a step towards a wiser use of the territory that is able to reconcile the production of renewable energy and agricultural cultivation, rather than contrapporle.
