National energy strategy: support new biofuels and biomethane

Italy change course on the promotion of alternative fuels: less focus on first-generation biofuels in favor of those of second and, above all, support for biomethane.

The new policy to center the European target of 10% renewable energy in transport by 2020 is indicated in the new National Energy Strategy: Italy has so far met and exceeded EU obligations from 1% in 2007 to 4.5% of 2012. Also, what is required to implement at Community level was established a national system of certification of sustainable biofuels and bioliquids which provides for the verification of compliance with certain criteria to achieve the targets for 2020 as well as access to incentives.

The Government concedes, however, that the development of conventional biofuels raises serious doubts, because of potential conflicts with food uses and high costs. According to the Executive Italian, biofuels must continue to be included in the objectives of production of renewable energy, given the possibility of a major contribution to reducing CO2 emissions.

Italy considers important, however, that biofuels are produced in a sustainable way, ie with a real reduction of emissions and without any negative impact on the environment (eg, deforestation) or on food uses of the land. So, are properly pushed to the second and third generation (as has recently decided to make the EU, ed), the only ones able to give these guarantees and where, among other things, we can boast a major technological leadership. Even - we read in the Sen - in case he may need more time for a proper development of these technologies, it is possible to evaluate in Europe to postpone the 10% target set for 2020.

Another cornerstone of the Italian strategy is the use of biomethane (gas produced by the anaerobic digestion of organic substances), which could have great potential in our country given the large number of farms, food processing companies and landfills.

Biomethane also presents the advantage of being marketable through the distribution network for natural gas, a difference of biofuels import. Italy, in fact, now has before him a clear path to follow to promote the diffusion of renewable energy in transport.
