From 2012 it will be mandatory the acoustic classification for new buildings

The new dwelling will be full of living comfort: the trend is now clear and aims, through specific regulations, to ensure "products" building quality.

After you have turned their attention to energy saving measures needed to reduce consumption and pollution, it is now looking to improve the sound insulation measures are necessary especially in places where traffic and city life create disturbance to residents.

Italy, through two measures before the Council of Ministers implements Directive 2002/49/EC to improve the acoustic comfort in buildings.

It must be said that some operators express doubts about setting up the proposal, since the application of the measure requires additional costs do not correspond to an economic value to the user (gain / savings), as could be the case for the interventions Savings energy. But let's see what it is.

From 31 December 2011 in fact those who want to sell or rent a dwelling must provide it, as well as the energy certification, even the noise certification. The obligation will be introduced by the measure that will incorporate the UNI 11367 ('Acoustics in building - Acoustic classification of building units - Procedure for assessment and verification in place ").

The acoustic building unit (be it an apartment or a house detached), will then become necessary.

Regulatory developments under way, in fact, also preceded by regional laws provides that each housing unit has a noise certification attesting to the acoustic class of membership.

It is a concept similar to that of the energy certificate, but with some major differences, the main is the fact that while the energy certificate is drawn up on the basis of calculations, the noise certificate shall be drawn up on the basis of a test (testing) carried out in all the rooms of the apartment.

From the results obtained in all the rooms, given the uncertainty of the measurements and made an average will derive an index that will allow the acoustic classification into four classes of the property. Consequently, the cost of noise certification will be very different from those of an energy certificate (five to ten times more) and, in addition, the noise certification will be valid for a limited time.

The UNI 11367/2010 mentioned in the standard, explains how to perform noise tests of the buildings allowing you to inform future owners / residents on the acoustic characteristics of the same, and to protect the various parties involved in the construction process (designers, manufacturers of building materials, manufacturers, vendors, etc..) from possible future disputes.

The decree relating to noise pollution, which will amend the Law 447/1995, and Decree No. 194/2005, thus aims to rearrange the existing rules regarding noise, coordinating the national and Community law. Are regulated the "recovery plans" and "plans to control and abatement of noise" in particular cases of environmental impact on the landscape: it is regulated access to the acoustic classification of municipal and municipal plan for noise.

The decree provides for the establishment, at the ISPRA, the National Cadastre of noise sources, whose organizational arrangements will then be defined by the Minister of the Environment.

The standard applies to all types of buildings, except those used for agriculture, trade and industry. Within the scope of the standard, the acoustic requirements of hospitals, clinics, nursing homes and schools are defined by a specific appendix.

As mentioned above, there are four different classes of acoustic efficiency, class 1, which is the highest level (quieter), class 4, which is the lowest (louder): It is considered that, although the performance level "of base "is the third class, the vast majority of Italians existing buildings does not even reach the fourth class. The current decree in force, the Dpcm 5 December 1997 establishes unique values of reference very close to those of the third class of UNI.

The overall evaluation of acoustic efficiency of each housing unit comes from assessments for each individual requirement, they are subject to a classification the facade insulation, the insulation than the nearby (for both airborne noise, both for noise insulation) and the sound level of the facilities. In the case of the hotels are also considered to be the sound insulation between rooms of the same unit (for example between the rooms).

The rule of acoustic classification of buildings thus improves the description of information available to the user of the asset building. Framework that, with the mechanism of classification graduated, gives the well a new economic value associated with the ability to meet the same requirements often intangible (comfort, privacy, CO2 emissions, material consumption).
